I always thought that story about two people from Wisconsin getting pulled over for simultaneously driving the same car drunk (one was paralyzed from the waist down and steering while his friend worked the pedals) was a complete urban legend since I'd only heard talk of it in Minnesota. This story, however, makes me believe it's entirely possible.
If it's too crazy to be believed, it's probably happened in Wisconsin.
They start 'em young in Wisconsin:
"When a 15-year-old comes into Wile-e’s bar looking for a cold beer, the bartender, Mike Whaley, is happy to serve it up — as long as a parent is there to give permission.
"'If they’re 15, 16, 17, it’s fine if they want to sit down and have a few beers,' said Mr. Whaley, who owns the tavern in this small town in southern Wisconsin."
They made it a lot more complicated than it should be. Driver could have just given passenger the phone and dictated the message to her, while concentrating on weaving throughout town.

I sincerely doubt the message would have been decipherable regardless of who was pressing the buttons.
