		<description>I don&#039;t have a garage, so I can tell you that that Minneapolis plowed the non-snow emergency routes exactly once, and didn&#039;t tow anyone on my street, so we have ruts and snow berms that will probably be there until April. </description>

		<description>How about they stop landscaping in some areas and let it return to wild grasses and wildflowers? You can do that with small areas and after a scrappy start, it looks good. Well, good enough.</description>

		<description>Rat, I think, as a capital expenditure that comes out of a different pot and can&#039;t be touched for operations. Could be wrong, but I think that&#039;s the case. Plus there were some arts grants and other assorted nonsense in there that makes that money untouchable by police and other necessities.</description>
