Not only would it save a bundle of money in the short- and long-term, it would get people out for exercise. Then the city, and its residents, can proud of being named America's healthiest city! Could be wrong, but I think that's the case. Plus there were some arts grants and other assorted nonsense in there that makes that money untouchable by police and other necessities.
