		<description>The problem with Minneapolis is that the majority of people who vote don&#039;t live on the North side, so it&#039;s treated like a separate city. That is until crime starts dropping there, and then the gentrification process starts all over again. In 50 years, South Minne will be the new North Minne. You put the quarter in, and the merry-go-round goes up and down...and aroooouuuund. circular, with the lights...&lt;br /&gt;

This is not true.  In the current atmosphere of Minneapolis realty and lending, most banks will require 50% presales before signing off on a loan, but the City has no such requirement before issuing a building permit.  &lt;br /&gt;

However, that is only true if you&#039;re using a bank or other traditional methods of financing a project.  If you&#039;re independently wealthy, or are backed by people who are, you can go full steam ahead.  There are a few developers around town who operate like this.  &lt;br /&gt;
