But I laughed like hell when MNDoT asked contractors to front the cost. And I laughed even harder when no bids were submitted. And I will practically ROFFLE when this issue bites T-Paw in the ass in the SW suburb poll numbers this fall. Traffic is all they care about, and that's the nation's worst bottleneck.
