The district would assess Downtown commercial and industrial properties to pay for things like sidewalk scrubbing, graffiti removal, hanging baskets, Downtown events and security ambassadors.
What a great idea, tax people more because the cities policies and ability of the city officials to keep the downtown safe has failed. So the solution is to throw more money at the problem. Graffiti removal should be done by prisoners or part of a community service program. If the graffiti is gang related then it should be treated as a terrorist threat. But no we are going to charge productive members of the society more because the morons are not kept in line.

I live downtown, by the way. Have for three years. Have lived in downtown, on and off, for about seven years. Walk seven blocks to the lightrail every day through Elliot Park, which is my neighborhood, and walk around downtown, day and night, all week. Anyone who claims downtown is somehow uniquely unsafe has just not been spending much time downtown.
Also, on Thursday, Saturday, and Sunday night, you’re at much greater risk of having a frat boy throw up on you that be subjected to any sort of crime.

Depends on how you want to raise a family. I’m a city boy, and the further out into the suburbs, the worse it was for me. Less access to culture, arts, music. Less or no decent public transportation. Worse libraries.

Not even close. Let’s say there are 100 acts of crime committed annually in City A (population 500,000), and 15 in City B (population 1300). You could say that the crime rate is a ton worse in Minneapolis, but if you actually analyze the population difference, the percentages are a lot closer together.
